Chief Executive Officer and Chief Operating Officer
Robert Milkovich serves as Chief Executive Officer and as a member of the Board of Trustees. Milkovich joined First Potomac Realty Trust in June of 2014 as the Chief Operating Officer with over 25 years of leadership in the greater Washington, D.C. region commercial real estate industry. He was appointed CEO and member of the board in November 2015.
Prior to joining First Potomac Realty Trust, Milkovich served as President of Spaulding & Slye Investments, a comprehensive real estate services and investment company that is a wholly owned subsidiary of JLL. Milkovich managed Spaulding & Slye's portfolio of assets, headed the investment committee, developed the company's investment portfolio strategies, oversaw investment management and sourced new business opportunities.
Milkovich served as Regional Director of Archon Group, L.P., an investment arm of the merchant banking division of Goldman Sachs, where he spearheaded the asset management of $2 billion for their merchant bank, special situations group, and other parts of the firm, in addition to generating investment opportunities. Milkovich also previously served as a Market Managing Director for CarrAmerica Realty Corporation, a then publicly traded office REIT headquartered in Washington, D.C., with primary responsibilities including overseeing asset management, development activities, portfolio investments and acquisition efforts.
Milkovich graduated with a B.S. in Business Administration from the University of Maryland. In 2010, he completed the Real Estate Executive Seminar: Capital Markets, Innovative Ventures, and Business Strategy course at Harvard Business School. He currently serves as a Director and Investment Committee member for the University System of Maryland Foundation. Milkovich is on the Board of the Economic Club of Washington, D.C. He is also a member of the Urban Land Institute’s Office Development Counsel and is the president of The Real Estate Group in Washington, D.C.
Andrew P. Blocher
Executive Vice President, Chief Financial Officer and Treasurer
Andy Blocher joined First Potomac Realty Trust in 2012 as the Executive Vice President, Chief Financial Officer and Treasurer. Blocher has over 20 years of finance and capital markets experience, including 15 years in the public REIT sector. He oversees the accounting, capital markets, investor relations, information technology functions and human resources.
Prior to joining the Company, Blocher was the Chief Financial Officer at Federal Realty Investment Trust. He joined Federal Realty in 2000 as Vice President of Capital Markets and Investor Relations and was promoted to Senior Vice President in 2007. Andy served as Director of Structured Finance Marketing and Modeling at Freddie Mac and as Vice President of Capital Markets for CRIIMI MAE Inc., a mortgage real estate investment trust, before joining Federal Realty.
Blocher currently sits on the Board of Directors for Make-A-Wish® Mid-Atlantic, a local organization that grants the wishes of children in the Mid-Atlantic region with life-threatening medical condition, where he chairs the Audit and Investment Committee. In 2014 the Washington Business Journal named Blocher a CFO of the Year Honoree. He received his undergraduate degree in Finance from Indiana University in Bloomington and his Masters of Business Administration in Finance from the George Washington University.
Samantha Sacks Gallagher
Executive Vice President, General Counsel and Secretary
Samantha Gallagher joined First Potomac Realty Trust in October 2014 as the Executive Vice President, General Counsel and Secretary. Gallagher serves as First Potomac's chief legal officer and leads the company's corporate legal function. In her role, she has leadership responsibility for corporate governance matters, SEC and NYSE compliance, structuring of corporate-level transactions, overseeing litigation, as well as managing outside counsel.
Prior to joining First Potomac, Gallagher was a Partner at Arnold & Porter LLP in the firm’s Corporate and Securities Practice. While in private practice, Gallagher represented publicly and privately held companies in a variety of corporate and securities law matters, including securities offerings, public company reporting obligations and corporate governance issues, as well as advising clients in a wide variety of strategic transactions, including mergers and acquisitions, divestitures, tender offers and joint ventures. Gallagher has represented issuers and underwriters in connection with initial public offerings, primary and secondary offerings, private placements, and senior and subordinated debt financings. In particular, Gallagher has extensive experience representing REITs and other real estate companies and financial institutions. Earlier in her career, Gallagher was a partner at Hogan Lovells US LLP in the firm’s equity and US Debt Capital Markets practice.
Gallagher is ranked by Chambers USA as one of America's Leading Lawyers for Business (2014) for REITs - Nationwide. She serves on the Board of Directors for Make-A-Wish® Mid-Atlantic, a local organization that grants the wishes of children in the Mid-Atlantic region with life-threatening medical condition, where she is also a member of its Governance Committee. She received her J.D. from Georgetown University Law Center, cum laude, and her A.B. from Princeton University, summa cum laude.
Michael H. Comer
Senior Vice President, Chief Accounting Officer
Michael H. Comer served as the Company’s Vice President and Chief Accounting Officer since joining the Company in August 2003. He was appointed Senior Vice President in February 2005. Prior to joining First Potomac, Comer was Controller at Washington Real Estate Investment Trust, a Washington, D.C. based, diversified real estate investment trust.
From 1999 to 2003 Comer was responsible for overseeing the WRIT’s accounting operations and its internal and external financial reporting. Before joining WRIT, he was a manager in corporate accounting at The Federal Home Loan Mortgage Corporation. From 1990 to 1994 Comer worked at KPMG LLP in Washington, D.C. where he performed audit, consultation and advisory service.
Comer is a member of the American Institute of Certified Public Accountants. He is a CPA and a graduate of the University of Maryland where he received a Bachelor of Science in Accounting. Comer is a member of the American Institute of Certified Public Accountants.
Matthew L. Wilson
Vice President, Maryland
Matthew L. Wilson joined the Company in 2007 as Regional Vice President/General Manager for Maryland and was appointed to Vice President in March 2011. Prior to joining First Potomac, Wilson was a senior leasing executive with Trammell Crow Company and CB Richard Ellis in Baltimore, Maryland where he was responsible for commercial real estate services including leasing, development, property management and construction for over 20 years.
Wilson is a member of the Society of Industrial and Officer Realtors (SIOR) and the National Association of Industrial and Office Properties (NAIOP). He is a 2010 graduate of Leadership Howard County Premier and sits on the Board of Directors for Howard County Chamber of Commerce and the NAIOP Maryland Chapter Board of Directors. He received his Bachelor of Arts degree from Washington College.
Edward V. Zaptin
Vice President, Northern Virginia
Edward V. Zaptin joined the Company in 2005 as Leasing Representative for the Northern Virginia region. He was appointed to Vice President in March 2013. Prior to joining First Potomac, Zaptin was a leasing executive with Grubb & Ellis Company and CB Richard Ellis in Tysons, Virginia, where he specialized in leasing and sales in the Northern Virginia area, representing the interests of tenants, institutions and major developers throughout the market.
Zaptin is on the board of NAIOP Northern Virginia, and a board member of Food for Others, a local nonprofit oganization. In addition he serves on the Chambers of Commerce for Fairfax, Loudoun, and Prince William Counties. He is also a member of the Urban Land Institute. Zaptin received his Bachelor of Science degree from the College of William and Mary.
Judith A. Tria
Senior Vice President, Property Management
Judith A. Tria joined the Company in April 2011 as Vice President of Property Management and was promoted to Senior Vice President of Property Management in March 2016. She has over 20 years of experience in property management and was the Deputy Director, Real Estate and Facilities at The Pew Charitable Trusts before joining First Potomac.
Prior to joining The Pew Charitable Trusts Judy was Vice President of Third Party Management Services for Vornado/Charles E. Smith. Judy holds a Brokerage Real Estate License in the states of Maryland, Virginia and the District of Columbia. She is a graduate of George Mason University with a Bachelors of Science in Business Administration, received her Real Property Administrator (RPA) in September, 1992, Certified Property Manager (CPM) in April 1996 and Certified Commercial Investment Manager (CCIM) in August 2008.
Krista Bean Dorrian
Vice President, Legal
Krista Bean Dorrian joined First Potomac in November 2007 as Associate General Counsel and was appointed Vice President, Legal in March 2011. Dorrian oversees the legal function for the Company as well as other departments in connection with leasing, construction management and property management.
Prior to joining First Potomac, Dorrian was Senior Vice President and General Counsel for National Corporation for Housing Partnerships, an owner of multifamily housing. She received her B.A. and J.D. from the University of Virginia.
Sandra P. Scheuerman
Vice President, Technology
Sandra P. Scheuerman joined the Company in 2013 as Director, Technology and was appointed to Vice President in July 2015. She is responsible for the chief leadership and management of First Potomac’s technology strategies
Prior to joining First Potomac, Scheuerman was Director of Information Technology for The Shelter Group, a real estate development and property management company specializing in multi-family and senior living communities. Scheuerman also previously served as the Director of Information Services at The White House, Inc. and as the Manager of Information Services, Assistant Vice President at Aon Risk Services in Baltimore.
She has over 23 years of experience leading technology strategies in various industries and actively participates in several technology leadership forums.
Mario J. Silva
Vice President, Portfolio Management
Mario J. Silva joined the Company in April 2013 as Director of Portfolio Management. He was appointed Vice President in 2015. Silva has more than 23 years of commercial real estate experience, including asset management, acquisitions/dispositions and property management.
Prior to joining First Potomac, Silva was a Director of Property Management with Brookfield Office Properties, where he provided management oversight of Brookfield’s downtown DC portfolio. He also served as Assistant Vice President of Asset Management at Quadrangle Development Corporation and as an Asset Manager at the Archon Group, a wholly-owned subsidiary of Goldman Sachs.
Silva is a member of the National Association of Industrial and Office Properties (NAIOP) and is a certified LEED Green Associate. He is a graduate of Catholic University with a Bachelor of Arts in Financial Management and a graduate of American University with a Master in Business Administration in Real Estate Finance and Urban Development.
Vice President, Human Resources
Fadwa Hasan joined the Company in 2013 as Director of Human Resources and was appointed to Vice President, in July 2015. Prior to joining the company, Hasan was the Vice President of Human Resources at B. F. Saul Company for more than 13 years. She supported the Hospitality Group and was promoted to the corporate HR role in 2007. Beginning in 2009 she also supported the affiliate companies, ASB Capital Management and Chevy Chase Trust.
Before joining the real estate industry, Fadwa started her career in hospitality and held management positions with Renaissance Hotels and Lansdowne Conference Resort.
She received her B.S. from Cornell University and her M.A. from George Washington University in Education and Human Development. She is a member of PMA and SHRM.
Damian N. Fenzel
Vice President, Controller
Damian N. Fenzel joined the Company in 2006 as Manager, Financial Reporting and was promoted to Director, Financial Reporting in 2008. Fenzel became Controller in 2012 and was promoted to Vice President, Controller in 2015.
Prior to joining the Company, Fenzel worked for Host Hotels and Resorts, Inc. in various roles within the accounting department, with the majority of his tenure spent in its financial reporting group. Fenzel is a member of the American Institute of Certified Public Accountants. He is a CPA and a graduate of Salisbury University where he received a Bachelor of Science in Accounting. Fenzel also received a Master of Business Administration (MBA) with a concentration in Finance from the University of Maryland, Robert H. Smith School of Business.
Randy L. Haugh
Vice President, Finance
Randy L. Haugh joined the Company in 2013 as the Director of Finance and was appointed Vice President in 2015. He has over 15 years of finance experience, including corporate finance roles at multiple companies, with a focus on financial strategy and corporate planning, M&A transactions, financial modeling, capital markets activities, and investor relations.
Prior to joining First Potomac, Haugh was Director of Corporate Financial Planning and Analysis for CapitalSource where he was a lead member of the corporate finance team. He has a B.A. in Economics from the University of Virginia.
